Publishing and libel
In liberal western countries freedom of expression is guaranteed and subject only to intrusions of privacy if that in the final analysis. The only thing one must be careful about is libel for that amounts to Defamation of character.
In the United Kingdom one can publish anything about anyone so long as what is written is factual truth. One can call a spade a spade in the public interest, even against the Monarch if he or she does not deserve respect.
